Our Client currently have a position for a Project Manager to manage the company's Sustainable Test Environment project, ensuring all work packages (capital and revenue) are delivered using a 'best practice' project delivery approach within agreed scope, on time and within budget.

The successful candidate will provide Senior Management Team and the Monitoring Officer oversight of the work packages involved in the project such as: tracking and reporting overall progress, providing assurance/ quality control, ensuring budget compliance through financial tracking, managing risk, documenting change, supporting individual work package managers and project review and closure reports.

The Project Manager will also assist with the development and delivery of the next phase of the above project.

In this role you will manage the delivery of the project, working closely with consortium partners within the project to manage project delivery, providing a structured approach and project methodology as well as guidance and support.

You will also work closely with the General Manager to support the finalisation of infrastructure projects, and with the Head of Business Development to develop the commercial business plan and future strategy.

As the Project Manager you will be identifying new technology developers who can use the project and investigating real life use cases for the technology is key to the future success of the project and a key responsibility.

Main responsibilities:

The postholder is key to providing the governance and support for the project across the company and the consortium. The individual is expected to oversee and manage the portfolio of project work packages.

Governance and Control

Implement a system and approach for successful project delivery to meet funding requirements.
Implement the governance standards across the project portfolio, including tracking, monitoring and updating the status of programme deliverables
Provide guidance and support to individual project Work Package managers - from consortium members
Manage the corporate and consortiums project risks and issues registers
Carry out assurance review processes
Administer NEC contracts
Identify (and implement) processes and activities to ensure continuous improvement of the process
Manage the project life cycle, ensuring project closure reports are completed and create a Lessons Learned repository.Planning, Reporting & Control

Follow the established approach to project management, seeking contributions from internal and external Work Package managers, and colleagues to ensure that the Standards developed meet best practice
Prepare consolidated material from project reports for regular review meetings
Support individual Work Package managers to complete project documentation and ensure timely submission of project milestone reports and submit regular updates to the Project Steering Group, Industry Advisory Panel and SMT and Board.
Implement project standards across all projects in the project portfolio
Complete and distribute monthly/quarterly portfolio level reports to meet any external funding body requirements
To ensure timely funding claims are claimed and work with the appointed auditor and finance team to provide the accompanying proof of expenditure.
To work with the project consortium to apply to win project funding for the next phase.Project Management

Provide effective management support to the project team
Co-ordinate the review and sign-off of major Project Management deliverables
Ensure project plans are created and maintained, deliverables tracked against time and cost, and resource utilisation is monitored.
Monitor and report on progress of the project to the Project Board and all stakeholders
Co-ordinate quality activities to meet quality objectives. Manage project risks, issues and change control, communicating the impact to the project.
Monitor projects against time, budget, and quality standards.
Assist in development and review of project briefs, business cases, NEC consultancy contracts for professional services, scope of services.Post-Project

Conduct or contribute to post implementation reviews and identifying any lessons learnedThe position offers flexible / remote working option however is required to travel both within and out with the company and potentially beyond to events to represent the Project.

The post has a broad remit and associated high workload. The company operates with annual budgets set by Scottish Government as a result the post holder will encounter pressurised situations particularly as the financial year draws to a close.

AUTONOMY AND DECISION-MAKING:

Project management methodology; ensuring the approach meets all the necessary governance requirements for any funding claims.
Ensuring the project documentation, tracking systems and reports are fit for purpose and meet the needs of the project and Board, Steering Group and external auditors.
Ensuring the risk register is up to date and for highlighting areas of concern to the company SMT and the project board.
Responsible for co-ordinating Project Review meetings and communicating the outcome of meetings to relevant stakeholders to help create new business and identify investment opportunities.
Providing project support and assistance to individual Work Package Managers and the Project Coordinator. The post holder is not the budget holder.
Working with external partners within the project to ensure the project is a success.REQUIREMENTS:

Essential

Degree or equivalent.
Knowledge of project management tools and techniques
Three years' experience of managing large projects, end to end project lifecycle.
Experience of working within a structured project management framework.
Knowledge of working within heavily regulated Safety Management Systems.
Experience of managing infrastructure projects (value £6 million and less).
Ownership of the organisation's project delivery approach, its implementation, establishment and iteration
Knowledge and experience of Microsoft packages, including Project, PowerPoint, Word and Excel.
Ability to manage stakeholder groups and balancing diplomacy and tact with assertiveness.
Very good prioritisation skills to balance key priorities and see actions through to delivery.
Ability to prioritise effectively and maintains a clear focus.
Understanding of the importance for detail and organisation.
Experience of programme co-ordination/administration.
Ability to remain positive, goal focussed and consistent - even under pressure.
Possesses an overall understanding of legislation, policy and procedure relevant to their role and audits compliance in areas of responsibility.
Uses their expertise to contribute to the development of corporate strategy and policy, contributing effectively to corporate decision making.
Contributes effectively to resource planning identifying skills needs and shortages in area of expertise
Adopts a Company-wide perspective to ensure alignment of procedures and practice
Supports teams to succeed, devoting dedicated time to empowering people through coaching and mentoring and sharing knowledge and expertise.Desirable
